(1) If the packing is pressed too tightly, the nut on the packing gland should be properly loosened.
(2) The position of the packing gland is not correct, so that the valve stem is stuck. The nut on the packing gland should be evenly screwed to restore the gland to its normal position.
(3) The thread on the valve stem and the valve stem nut is damaged and should be removed after disassembly.
